Program Development Team
Tia Quinn, Founder & CEO

For more than 30 years, Tia Quinn has worked at all levels of programming in the field of after school and expanded learning, supporting in and out-of-school time programs throughout the nation via training, technical assistance, quality assurance, and program development.
Tia fell in love with after school programs in 1992 while working in Hartford, CT as an art teacher and later the Program Director in the Asylum Hill community. Tia spent the first part of her west coast experience working at an after school program and later as a Program Director, overseeing programming at 65 before and after school programs through Harmonium Children's Services, one of the largest after school providers in California. Tia also served for 5 years as the Co-Lead for Region 9 Technical Assistance Center, After School Programs at the San Diego County Office of Education. In this capacity, she supported over 600 after school program sites in San Diego, Orange and Imperial Counties, serving over 100,000 students annually. While in this role, Tia managed numerous regional and statewide committees and after school initiatives.
In the regional lead capacity, Tia and her team were the 2005 recipients of the California School Board Association's Golden Bell Award for Partnerships and Collaboratives as well as the Cities, Counties, and Schools (CCS) Partnership Award 2005. Additionally, Tia is the recipient of the 2001 Director of the Year, awarded by Mentor San Diego; the California School-Age Consortium's 2006 Award of Excellence, Program Administrator of the Year; the 2013 STEVIE® Bronze Award for Women In Business, Female Executive of the Year – Business Services; the 2014 STEVIE® Bronze Award for Women In Business, Maverick of the Year; the 2014 STEVIE® Bronze Award for Women In Business, Most Innovative Company under 10 Employees; Finalist for Gamechanger at the 2015 Women of Influence Awards; winner of Eternal Flame Award, San Diego County Office of Education’s Women in Prevention; winner in the Small Education Category, San Diego Business Journal’s 2015 Most Admired CEO Award. BOOST Collaborative recently won 2015 Best in Biz’s Company of the Year, International award.
As an Out-of-School Time Coach and Consultant, Tia presents customized workshops and staff development seminars at numerous local, state, and national conferences. Tia works closely with school district administrators, CEO's, non-profit agencies, program directors, supervisors, site coordinators, and line staff to increase student retention, promote academic achievement, and overall student success through high-quality, engaging staff development opportunities.
Tia is currently the Founder and CEO of the BOOST Collaborative, a purpose-driven organization supporting global in and out-of-school time professionals through state-of-the-art professional development opportunities, program and resource development, and community partnership advancement. BOOST advocates for quality out-of-school time programming, offers opportunities to share promising practices, and provides a variety of training and consulting services.
Tia is also the founder of the annual BOOST Conference in Palm Springs, California, the largest global convening for after school, expanded learning, and in and out-of-school time educators, supporting all levels of key stakeholders to initiate change and inspire quality programming. The BOOST conference includes over 175 workshops, 120 Exhibitors, Film Festival, a 5-mile Tour de BOOST charity walk, Town Hall meetings, Master Classes, networking opportunities, and special events.
Most recently, Tia founded MARS (Music, Arts, Rhythm, Social Change) Experience bringing together socially responsible organizations, artists, musicians, crafters, filmmakers, authors, and poets to inspire and create action locally and globally.
Tia is passionate about creating positive change for today's youth as well as the people, communities, and partners supporting them in the out-of-school time hours. She mentors several young women, loves driving her electric golf cart around San Diego, and is always seeking new travel and food adventures with friends.

Chloe Dorworth, Program Manager

Born and raised in sunny San Diego, Chloe made the move to Fullerton in fall of 2013 to attend California State University, Fullerton to pursue a degree in Child and Adolescent Development and a minor in Religious Studies. Chloe and Tia, the BOOST CEO, met in 2012 when Tia became her mentor. It was an instant fit and Chloe came on as a part-time employee until her college graduation in 2017. She is now back in San Diego as a full-time member of the BOOST office team. With a passion for social work and connecting family, youth, and communities, BOOST was an obvious career choice for her. She spends her free time volunteering at a local church with their middle school and high school faith formation programs. In addition, she enjoys playing soccer, frolicking at Disneyland with her favorite Disney princesses, as well as spending time with friends and family. Chloe is ecstatic to work with BOOST to inspire youth, inspire learning, and inspire change.

Gabriela Delgado, Director, Student Services and Programs

Gabriela has served in education for over 22 years. She currently serves as a Senior Manager for the San Diego County Office of Education. She is well versed in trauma-informed practices; group facilitation; restorative practices; student engagement; and grant development/management. Gabriela has an MA in Education/Counseling from Point Loma Nazarene University and a Master of Public Administration with from San Diego State University. She is the co-host of the 2 Counselors & a Mic podcast, which features stories of everyday people changing the world. She enjoys traveling with her husband and playing catch with their dog, Chiquita.
Connor Finn, Program Coordinator

Long Beach, CA
Connor grew up in the Bay Area, CA, and is a UC Berkeley alumnus. He has always been passionate about empowering others, with roles in college as an audio engineer, youth baseball coach, and undergraduate elective instructor. After graduating with a BA in Latin American Studies in 2018, he worked as an account executive and client success manager at Regpack, working with hundreds of youth development organizations to streamline their registration and billing processes through innovative technology.
Joining TEAMBOOST as a Program Coordinator, Connor brings his 5+ years of experience in account management, customer service, and sales to bring impactful programs to fruition and improve operations that help the team continue to innovate and inspire change.
Outside of working and learning, Connor loves to record music, dance, explore new places, cook, and share meals with friends and family.

Terri Ann Miller, Event Consultant

After completing her Bachelor's Degree in Business Administration/Management from San Diego State University, Terri worked many years in banking until she realized her true passion in event planning. So she enrolled back into San Diego State University to obtain her Meeting & Event Planning Certificate.
While back at school, she volunteered as an Event Coordinator for the Lakeside River Park Conservancy, the South Metro Career Center, and for a private event planner. But most notably, she volunteered as an Intern at BOOST Collaborative to assist with the 2012 BOOST Conference in Palm Springs. It was her experience with BOOST that solidified her desire to plan meetings and events. Since then, she has supported the BOOST Collaborative assisting with Operations and Event Consulting.
Terri also keeps busy working as a Hotel Catering Sales Manager and as an Event Coordinator for Mitzvah Event Productions. She is confident her career transition from banking to event planning was the right decision.

Libby Burrows, Database Manager

Libby Burrows has been involved in education and after school programming for over 20 years. She began her career as an Activity Leader for Harmonium, Inc. in San Diego and then took on the Program Director role at Bird Rock Elementary. Upon graduating from San Diego State University with a Bachelor’s Degree in Liberal Studies, Libby continued to pursue her goal of becoming an elementary school teacher and received her teaching credential from National University. She has worked as the K-5 technology instructor and campus specialist at Bird Rock Elementary in La Jolla, CA, 4th grade teacher at Early Childhood University in Galveston, TX, and 3rd/4th grade teacher at Wilder Elementary in Littleton, CO.
Libby is currently the database manager for BOOST Collaborative and resides in Omaha, NE with her husband and 2 children. Libby has a passion for education, specifically creating safe and supportive environments for at-risk populations and building relationships that encourage and motivate students to be successful in their pursuits. She is an avid supporter of after school programming in her community and beyond and believes in providing opportunities for youth that foster growth and learning.
Deanna Underwood, Communications Coordinator

Deanna is a San Diego native with a love for telling stories, making heartfelt social connections, and fostering youth empowerment. She has spent her days as an educator, and her evenings as a writer and digital influencer, and she is excited to combine them all in the Communications Coordinator role at BOOST!
Deanna attended San Diego State University, obtaining a Bachelor's Degree in Communication with a minor in Social Psychology in 2004, which ultimately prepared her for a professional career to understand how to work with, and effectively communicate with others in any field. After working for a short time at SDSU with the incoming student population, starting a family, then as a preschool teacher, Deanna knew that working with youth and school-age students was what she enjoyed most. She spent 4 years in various K-12 classrooms in San Diego County as a substitute teacher, where she was able to see what students are learning at all grade levels and the range of amazing programs that are available for students at each school, as well as the needs of those that are lacking.
Deanna's love of digital media, social influencing, and storytelling led to launching her passion project Honey + Lime, a high-reach website where she shares all of her favorite travel destinations, educational projects, healthy recipes, parenting tips, and other fun activities for families. She has grown the website's digital footprint to 100k+ followers, with a combined blog and social reach of over 1 million annually. Connecting with others on social media, creative writing, creating engaging content, and sharing fun ideas with the community is what keeps the passion alive.
Deanna loves traveling with her family, experiencing new cultures, engaging in outdoor activities, trying new restaurants, and she enjoys attending local events, festivals, and seasonal activities. Joining TEAMBOOST means that Deanna gets to combine her love of digital influencing, storytelling, teaching, and youth leadership to promote educational initiatives, support professional growth for educators, and inspire a love for lifelong learning for optimal student success!

Sean Daniels, M.Ed., Owner & Creative Lead, DVR Productions
Culver City, LA
Sean Daniels is passionate about the power of innovation as it relates to technology and the arts. In 2003, he found himself at the intersection of his love for visual arts, technology, and the need for those resources in educational settings. Sean started out bringing real-world practice in these passion areas to the YMCA Youth Institute, a young non-profit designed to provide resources to inner-city youth in the areas of technology, design, film production, and entrepreneurship. This opportunity opened up many doors in education where he developed programming and technology support models for LAUSD and independent schools across Los Angeles. In tandem with this work, he launched DVR Productions, a media production company specializing in content creation through photo and video. Today, he continues consulting work with K-12 learning communities on the intricacies of Educational Technology, while working with companies and non-profits to bring their creative media visions to life.
Dr. Alejandro "Alex" Gonzalez, IT Manager

Geek, nerd, techie, gizmo wiz, call him what you may, Alex loves technologies and empowering those around him in understanding their fun and practical applications. Alex aims at helping people learn how to use technology in ways that can improve their workflows and lifestyle. With a BS in Computer Networking and a second BS in Network Security, Alex's strong foundation in computer science has allowed him to work with multiple schools and organizations in a variety of technical roles. With an MA in Educational Technology, Alex uses his understanding of technology and pedagogy to help educators and organizations advance the integration of technology with curriculum while maintaining a focus on addressing critical student and content needs.
In his current role as Technology Coordinator at Health Sciences High and Middle College, Alex provides support in operations, professional development, and in designing, implementing, and maintaining the school's technical resources. Alex's experience has also led him to author literature and present around the country based on his experience, insight, and research in the field of educational technology. Alex brings to BOOST knowledge and experience that is balanced with experience in operational and educational practices.
In his spare time, Alex enjoys exploring the beautiful San Diego outdoors, and writing and playing music in his metal band Under the Stone.
